- Local Ordinances: We did not identify statewide mechanical trade licensing requirements in the reviewed statutes. Check with local municipal or county authorities to determine if any local mechanical permits or local ordinances apply in the areas where you work.
Nebraska Department of Labor (NDOL) Contractor Registration
Under the Nebraska Contractor Registration Act, a contractor is defined as an individual or business engaged in construction, alteration, repairing, dismantling, or demolition work. Section 48-2105 requires each contractor to register with the NDOL, and the NDOL portal states that contractors and subcontractors doing business in Nebraska must register. This registration is required for both residential and commercial projects.
Registration Requirements:
- Business Information: Provide the company name, contact information, and business structure.
- Tax and Identification Numbers: Provide Federal Employer Identification Numbers (FEIN) or Social Security Numbers as required by the NDOL.
- Workers' Compensation Insurance: You must provide proof of current workers' compensation insurance or a signed statement verifying that you are exempt from carrying workers' compensation coverage.
- Registration Fee: The application or renewal fee is not to exceed $40.
Registrations must be renewed annually through the NDOL contractor registration portal.
Local Municipal Requirements
Because trade-specific mechanical licensing is not administered under the Contractor Registration Act, contractors should verify local rules with municipal or county building departments. Local jurisdictions may govern:
- Local permits and inspections for HVAC installations.
- Municipal business registration or local bond requirements.
- Any local mechanical code compliance rules.
EPA Section 608 Technician Certification
Independent of state registration, all technicians who maintain, service, repair, or dispose of equipment that could release refrigerants into the atmosphere must hold a federal EPA Section 608 Technician Certification.
To obtain this certification, you must pass an EPA-approved examination. The certification is available in four types:
- Type I: For servicing small appliances.
- Type II: For servicing or disposing of high-pressure appliances.
- Type III: For servicing or disposing of low-pressure appliances.
- Universal: Covers all appliance types.
