Wisconsin keeps HVAC licensing refreshingly simple: there are no tiered licenses and no continuing-education requirement. The state uses a two-part structure — your business registers as an HVAC Contractor with the Department of Safety and Professional Services (DSPS), and an individual meets the experience-and-exam requirements as an HVAC Qualifier. Do You Need an HVAC License in Wisconsin?
Yes. Under Wis. Admin. Code § SPS 305.70, any person or business that installs or services heating, ventilating, or air conditioning equipment in Wisconsin must hold an HVAC Contractor registration with the DSPS. The main exemption is for those servicing HVAC equipment in property they own themselves; other work for hire requires registration.
Separately, SPS 305.71 provides for the individual HVAC Qualifier certification. In practice, a registered contractor business operates with a qualified individual responsible for the technical work.
The Two Credentials
- HVAC Contractor registration — held by the business entity (sole proprietorship, LLC, or corporation); authorizes the company to offer and perform HVAC work.
- HVAC Qualifier certification — held by an individual who meets the experience requirement and passes the qualifying exam.
There are no tiers or classes beyond this structure.
HVAC Qualifier Requirements
To certify as an HVAC Qualifier, an applicant must be at least 18 and meet the experience requirement in SPS 305.71:
- 1,000 hours per year for at least four years of relevant HVAC experience; or
- four years in a specified HVAC-related education program; or
- a four-year combination of qualifying experience and education.
You then pass the HVAC Qualifier examination. Applicants disclose relevant convictions or pending charges as part of the application.
Application Process
Applications for the HVAC Contractor registration and the HVAC Qualifier certification are submitted online through the DSPS LicensE portal (license.wi.gov); paper forms have been retired, though the information mirrors the old Form #3121.
- Designate an HVAC Qualifier — the individual who meets the four-year experience requirement.
- Create LicensE accounts for both the business (Contractor) and the individual (Qualifier).
- Complete the applications with experience documentation and required proofs.
- Pay the fees (below).
- Pass the HVAC Qualifier exam — after DSPS approval, you receive scheduling instructions for the exam with the state's third-party testing administrator.
- Receive your credentials — the Contractor registration to the business and the Qualifier certification to the individual.
Fees
Per Wis. Admin. Code Table SPS 305.02:
- HVAC Contractor: $15 application + $160 credential (no exam fee).
- HVAC Qualifier: $15 application + $25 examination + $60 credential.
Confirm the current exam provider and any scheduling fee through DSPS/LicensE when your application is approved.
Renewal and Continuing Education
- Term: credentials are issued for 4 years from the date of issuance.
- Renewal fees: $160 (HVAC Contractor) and $60 (HVAC Qualifier), via LicensE.
- Continuing education: none required — the DSPS renewal schedule lists late CE as N/A for both the HVAC Contractor and HVAC Qualifier.
Insurance and Bonding
The DSPS does not list general-liability insurance or bonding as a condition of the HVAC Contractor registration itself. As a practical matter, workers' compensation is required under Wisconsin law once you have employees, and many municipalities require proof of insurance or bonding to pull permits.
